The four Kage are startled by the sudden appearance of Madara Uchiha. Having sent Sasuke away to safety using the Transportation Technique, Madara unveils to the Kage his “Project Tsuki no Me.” By resurrecting the monster Ten Tails and becoming its Jinchuriki Host, Madara plots to bring the entire world under his Genjutsu control. When the four Kage refuse to hand over the two remaining Tailed Beasts, Madara declares war, and the Fourth Great Ninja War begins.
